I-95 Corridor Coalition
Incident Management IM Clearinghouse

Objective
To improve information sharing among Coalition members by creating a clearinghouse to allow agency program information to be collaterally housed as desired/appropriate in a “clearinghouse” on the Coalition Connection web site.

Background and Description of Project
Sharing of operational, institutional, policy and procedural information has been at the core of the activities and success of the Coalition’s Coordinated Incident Management Program Track Committee (CIM) since its inception.  The Track’s Regional and Annual meetings allow for an excellent opportunity to exchange information on these operations and incident management best practices.  In addition, the Coalition’s Incident Management list server has been an extremely popular and successful forum for Operations/IM practitioners to seek and exchange information on a variety of topics or issues.   In a collateral effort, the Coalition’s web page site – “Coalition Connection” has provided a resource for information sharing and learning through posting of CIM Coalition track meeting minutes and Coalition project documentation and reports. These activities have had benefit and success.  However, there is an ever-increasing interest by CIM participants in readily available information and data about each other’s agency-specific programs and activities that can be shared on an on-going basis and maintained in a database for shared reference. 

This project will expand the existing Incident Management Program Track information sharing on the Coalition Connection from Coalition activities/projects/meetings to Member Agency information including projects, reports, and other useful information.  The clearinghouse will also provide Coalition Members access to larger depths of information beyond what is highlighted in Agency reports and executive summaries.

One of the first few topics that will be included in the database will be Safety Service Patrols.

While there have been best practices reports compiled and information on cost-benefit analysis conducted only those policies, procedures and/or sub-topics included in the report would be available.  To locate information across the corridor for example would require research via agency web sites (if existing), through the list server or through search engines (which often result in fragmented, incomplete, incorrect, negative or voluminous “hits”).  Each time this information is needed by another participant it would need to be  requested again, as it is not archived in any specific location.  Having an archive of Operations/IM information by topic would be extremely useful to members.  The information would be much more detailed than a best practices collection.  For example agencies could share more detailed programmatic information such as procurement documents, service vehicle maintenance and use policies, driver training program documents, policies and procedures, cost information, etc.
