Administration of Mileage Based User Fees in a Multistate Environment - The National Surface Transportation Policy and Revenue Commission, among others, have called for a transition to a mileage-based user fee (MBUF) system to replace fuel taxes as the predominant revenue base for surface transportation. A number of state and national organizations are sponsoring projects to assess various aspects of this concept, including evaluations of infrastructure and vehicle technology and assessments of issues such as public acceptability and privacy.

Rail Operations Studies: Identifying and Making Recommendations to Eliminate Key Rail Choke Points - The I-95 Corridor Coalition is assisting its member states in improving transportation across all modes.  The Coalition’s Mid-Atlantic Rail Operations Study (MAROps) was a ground breaking effort involving the states of New Jersey, Delaware, Pennsylvania, Maryland and Virginia, along with CSX, Norfolk Southern and Amtrak railroads that undertook the identification, analysis and detailing of transferable methods to assess public benefits of public-private partnerships in financing rail improvements.
