Description: On Monday, September 4, 2017 the State of Florida declared a state of emergency in preparation for Hurricane Irma. An estimated 6.3 million people were ordered to evacuate, severely impacting the interstate system. RITIS and PDA Suite tools were used to evaluate the traffic impact on the roadway system, and how well the Emergency Shoulder Use functioned during evacuation.
Highlights: FDOT was able to evaluate the effectiveness of the ESU strategy, comparing to the dates from the year before, and used Congestion Scan to visualize an "accordion effect" that was occurring (pockets of extreme congestion followed by pockets of near free-flow) during evacuation.
